When purchasing real estate in Northern Cyprus, the total cost is not limited to the sale price alone. Title deed transfer fees, stamp duty, VAT (if applicable), legal expenses, and project-based delivery costs must also be taken into account.

As of October 16, 2026: According to the regulation dated October 7, 2026, and numbered A.E. 955, the total title deed fee for the relevant foreign buyer category has been set at 4% for the first property, 5.5% for the second property, and 6% for the third property. These rates are included in the temporary regulation valid through January 5, 2027.

This guide has been prepared to explain the current cost structure to those considering purchasing real estate in the TRNC and to ensure they ask the right questions before making a purchase.

1. What Taxes Are Paid When Buying a Home in Northern Cyprus?

The primary expenses that may be encountered during the purchase process include:

  • Title deed transfer fee: Fees related to the transfer of ownership.

  • Stamp duty: Tax that may arise from the preparation of the sales contract.

  • VAT: Value Added Tax, which may be applied depending on the nature of the transaction and the seller.

  • Withholding tax: Tax related to the sale of real estate, which may arise depending on the status of the seller.

  • Legal and administrative expenses: Legal fees, registration, permits, documentation, and similar processes.

  • Project and delivery costs: Transformer contribution fee, infrastructure, utility subscriptions, deposits, and other contractual fees.

It should not be assumed that all items apply to every transaction in the same way.

2. TRNC Title Deed Transfer Fee 2026: Current Rates

Following the regulation dated October 6, 2026, numbered A.E. 947, a new amendment regulation numbered A.E. 955 was published on October 7, 2026.

This second regulation has redefined the relevant title deed fee schedule.

For foreign buyers

For foreign buyers who are evaluated outside the separate category regarding citizens of countries that recognize the TRNC:

  • First property: 4% total fee.

  • Second property: 5.5% total fee.

  • Third property: 6% total fee.

The breakdown of the 4% rate for the first property consists of a 3% transfer fee, a 0.5% Immovable Property Commission (IPC) share, and a 0.5% Housing Acquisition Unit share.

The total 5.5% for the second property consists of a 4% transfer fee, a 1% IPC share, and a 0.5% Housing Acquisition Unit share. For the third property, a total of 6% is applied, consisting of a 5% transfer fee and a 1% IPC share.

These rates are the sum of the relevant fee items. The same components should not be added again on top of the total rate.

For citizens of the Republic of Turkey

In the regulation's schedule regarding citizens of countries that recognize the TRNC:

  • 1st and 2nd property: 4%

  • 3rd and 4th property: 5.5%

  • 5th and 6th property: 6%

The status of citizens of the Republic of Turkey within this scope should be evaluated by taking into account the relevant legislation and reciprocity conditions.

For TRNC citizens

In the October 7 regulation, the inheritance/transfer fee via general sale is 3%.

In addition, there is a special 2% tariff for TRNC citizens that is one-time and subject to specific property size limits. The conditions for benefiting from this right must be verified before the transaction.

Important legal distinction: The existence of rates for a second or third property in the title deed fee schedule does not automatically grant a foreign individual the right to purchase that number of properties. Property acquisition permits and quantity limits are subject to separate legislation.

How long are the new title deed fees valid?

The amendment regulation dated October 7, 2026, is designed to remain in effect through January 5, 2027.

It should not be assumed that the same rates will continue for transactions after this date. The signing of the sales contract and the actual transfer of the title deed may occur on different dates.

3. On What Value Is the Title Deed Fee Calculated?

It is not accurate to rely solely on the advertised price when calculating the title deed fee.

According to the relevant legislation, the market value of the property and the necessary official valuation processes are important in the calculation of fees.

For example, it cannot be guaranteed that the amount to be taken as the basis for title deed transactions for an apartment with a sale price of £150,000 will be £150,000 in all cases.

The fees to be paid are collected in Turkish Lira. Therefore, official valuation and the currency conversion to be applied should also be considered before the transaction.

4. How Much Is Stamp Duty in Northern Cyprus?

Stamp duty may arise within the scope of real estate sales contracts.

According to the relevant regulation that entered into force in 2026, for agreements tied to a specific monetary amount:

  • For the portion up to the first 89,000,000 TL, 0.5% (five per thousand),

  • For the portion exceeding 89,000,000 TL, 0.1% (one per thousand)

tariff is stipulated.

Therefore, it is not accurate to calculate the stamp duty for every contract at only 0.5% without considering any exceptions.

The obligations regarding stamp duty and the registration of the sales contract with the Land Registry are different processes. The duration and applicable provisions for both should be checked by an independent legal advisor.

5. How Much Is Housing VAT in Northern Cyprus?

VAT is a tax separate from the title deed transfer fee.

In the 2026 housing VAT regulations, there are different categories based on the 300 m² limit of the residence's closed area. The relevant tariffs include 5% and 10% rates.

In the general framework, small residences fall into the 5% category, while the 10% category may come into play for large residences. The classification at the exact 300 m² limit and the scope of the transaction should be confirmed separately from the current legislation.

It is risky to prepare a budget with a VAT assumption, especially when purchasing large villas, mansions, or special projects.

Is VAT paid on second-hand homes?

It cannot be said that VAT will arise again in every second-hand sale.

It is necessary to examine whether the seller is a real person or a commercial enterprise, the VAT scope of the transaction, and the previous tax status of the property.

For projects sold via contract transfer, the following questions should be asked in particular:

  • Has the VAT for this property been paid previously?

  • Is VAT included in the sale price?

  • Does the VAT liability belong to the buyer?

  • Will new VAT arise during the transaction?

6. What Is Withholding Tax and Who Pays It?

In real estate sales, withholding tax is linked to the tax liability of the seller side.

In the Tax Office's relevant withholding tax declaration, the person transferring the property, i.e., the seller, is defined as the taxpayer.

However, whether the seller is a company, an individual owner, or a professional seller may lead to different results regarding exceptions and exemptions.

Therefore, it is not accurate to present withholding tax as a fixed percentage that the buyer will pay in every transaction.

The sales contract should clearly state which party assumes which tax.

7. Example Cost of Buying an Apartment Worth £150,000

Let us assume that a new residence with a sale price of £150,000 and smaller than 300 m² is being purchased in Northern Cyprus.

In this example, it is assumed that the buyer is purchasing their first property in the relevant foreign buyer category, the value on which the fee is based is the equivalent of £150,000, the sale is subject to 5% VAT, and VAT is not included in the sale price.

Example calculation:

  • Apartment sale price: £150,000

  • Total title deed fee (4%): £6,000

  • VAT (5%): £7,500

  • Subtotal: £163,500

This amount does not include stamp duty, legal fees, permits, translation, subscriptions, infrastructure, and any project-specific fees.

The actual amount to be paid may differ depending on the legislation at the time of the transaction, official valuation, and the purchase contract.

This calculation is an illustrative cost example, not an official tax quote.

8. Are Costs the Same for New Projects and Second-Hand Real Estate?

No.

In new projects

In new projects, items such as VAT, transformer contribution fee, electricity and water connections, delivery expenses, or the start of maintenance fees can be significant.

Especially for residences sold with a payment plan, expenses outside of the installments should be learned in writing.

In second-hand real estate

In second-hand purchases, previous VAT and title deed payments, the status of the title deed (koçan), existing mortgages or liens, the seller's tax liability, and any contract transfer fees must be checked.

In some projects, it is possible for the developer to charge an additional fee for contract transfer. This fee should not be confused with the state's title deed fee.

9. Are Transformer, Infrastructure, and Subscription Expenses Taxes?

The transformer contribution fee, infrastructure, or delivery fees charged by the developer are not always in the nature of state taxes.

These are different payment items based on the project contract or the service provider's tariff.

Before purchasing, the buyer should learn about electricity, water, meter, deposit, common area maintenance fees, infrastructure, and delivery fees separately.

10. How Many Homes Can Foreigners Buy in Northern Cyprus?

The answer to this question is not determined by the property sequences in the title deed fee schedule.

Citizenship, reciprocity, the nature of the property, size limits, and relevant permit procedures for the acquisition of real estate by foreigners are subject to separate rules.

Therefore, it should not be assumed that there is a right to purchase based on the fee schedule without obtaining a purchase permit or conducting an independent legal review.

11. 10 Questions to Ask Before Buying

  1. Is VAT included in the sale price?

  2. Has the VAT for the property been paid previously?

  3. How much is the stamp duty for the sales contract?

  4. Which title deed fee applies to my citizenship and property sequence?

  5. Which official value will be used in the calculation of fees?

  6. Does the seller have a withholding tax liability?

  7. Are there any mortgages, liens, or other restrictions on the title deed?

  8. How much are the transformer, electricity, water, and delivery costs?

  9. If there is a contract transfer, will an additional fee be paid to the developer?

  10. What will be the total purchase budget, including taxes, fees, legal costs, and other expenses?

It is recommended that these questions be answered in writing whenever possible, rather than verbally.

12. Frequently Asked Questions

What is the total percentage of tax when buying a home in Northern Cyprus?

There is no single rate that applies to everyone. Title deed fees, stamp duty, VAT, and other expenses are evaluated according to the type of transaction. Some fees vary depending on the buyer's citizenship and which property they are acquiring.

Did the title deed fee for foreigners decrease in 2026?

Yes. Within the scope of the temporary regulation published on October 7, 2026, the rates are 4% total for the first property, 5.5% for the second, and 6% for the third in the relevant foreign buyer category.

How much title deed fee do Turkish citizens pay for their first apartment?

The total rate for the first property in the relevant category applied to citizens of countries that recognize the TRNC is 4%. The category to be applied and the right of acquisition of the buyer must be verified before the transaction.

Are the title deed fee and VAT the same thing?

No. The title deed fee is related to the transfer process of the property. VAT is evaluated separately in sales transactions subject to the relevant tax legislation.

Is the October 2026 title deed fee regulation permanent?

No. The regulation dated October 7, 2026, was published to be valid through January 5, 2027. The regulations in force for the subsequent period should be re-examined.

Conclusion: Look at the Total Cost, Not Just the Purchase Price

When purchasing a residence in Northern Cyprus, title deed fees, taxes, legal processes, and project-based costs should be part of the purchasing decision.

A correct investment assessment should include all costs, starting from the advertised price to title deed and tax liabilities, and from the payment plan to delivery expenses.
