An important regulation has come into effect that directly concerns foreign investors planning to purchase real estate in the Turkish Republic of Northern Cyprus.
The Title Deed and Cadastre Office (Fees and Charges) (Amendment) Regulation, published in the Official Gazette dated October 6, 2026, has restructured the fees applied to real estate transfers made to foreigners. State Printing Office
According to the new regulation, the total title deed fee burden for sales to foreigners is as follows:
Property | New Total Rate |
|---|---|
1st property | 4% |
2nd property | 5.5% |
3rd property | 6% |
The total 4% burden for the first property consists of a 3% transfer fee, a 0.5% Immovable Property Commission fee, and a 0.5% Social Housing contribution.
The amendment significantly reduces the acquisition cost, especially for foreigners purchasing real estate in Northern Cyprus for the first time.
Previously, the higher total title deed burden placed on foreign buyers created a significant additional cost on top of the property's sale price. With the new regulation, reducing the total rate for the first property to 4% lowers the initial investment cost.
For example, in a simple comparison for a property valued at £150,000, a difference of £7,500 emerges when using the 4% rate instead of 9%.
Therefore, this change is not merely a technical fee adjustment; it is a development that directly impacts the total acquisition cost for foreign investors in the Northern Cyprus real estate market.
It is important to make a clear distinction here.
The right for foreigners to acquire up to three apartments, subject to certain conditions and Council of Ministers approval, is not a right introduced by this new regulation. This right was already present in previous regulations regarding property acquisition by foreigners. The May 2026 regulation also explicitly included the three-apartment limit. radyoguven.gov.ct.tr
The prominent new aspect of the October 6, 2026 regulation for investors is the reduction of title deed fees.
In the same issue of the Official Gazette, a special tax regulation was published regarding the transfer of certain sales contracts registered at the Title Deed and Cadastre Office before May 21, 2024, on behalf of foreigners. State Printing Office
Since this regulation contains specific conditions for past contracts, each transaction must be evaluated according to its own contract date and legal status.
The October 6, 2026 regulation creates a significant cost advantage for foreign investors in Northern Cyprus.
Especially for foreign investors purchasing their first property, the fact that the total title deed fee burden has reached the 4% level requires a recalculation of the acquisition budget.
At Prime Kıbrıs, when making an investment decision, we evaluate not only the sale price but also taxes, title deed fees, contract expenses, and other acquisition costs together to determine the total investment cost.
This content has been prepared based on the regulations published in the TRNC Official Gazette dated October 6, 2026. Since the legal/tax status of each property and buyer may differ, it is recommended to confirm current costs before proceeding with any transaction.
